Information Management (IM) Team Lead for Projects
|
As a senior member of the management team of a Major Oil and Gas Project, the post-holder is accountable for all aspects of Engineering Information Management (IM) throughout the project, including the information required to support ongoing Operations activities throughout the life of the asset.
Responsibilities include close liaison with the client’s Engineering Manager, Operations Manager and Contractors’ representatives to ensure that:
- all engineering and vendor information requirements are adequately defined
- processes, procedures and resources are agreed, implemented and followed to fulfil the requirements
- the required IM team is built and its operations directed.
The scope of “Engineering Information” covered includes all physical and electronic engineering documents and drawings, digital data and 2-D/3-D CAD datasets where applicable.
Mutual responsibilities and duties may be shared with, or delegated to, the Senior Information Controller during the various project stages; the IM Team Lead and Senior Information Controller will act for each other in periods of absence.
Main Responsibilities and Duties
- Define, agree and communicate to all concerned an Engineering Information Strategy for the Project (conforming with corporate guidelines, where available)
- Establish processes, procedures and information systems (following Client’s corporate guidelines where applicable) and design the organisation required to define, collect, validate, record and manage and share the required Engineering Information, including the elements required for delivery to the Client/Operator
- Facilitate and sponsor collaboration, through electronic information sharing, between the companies concerned and the technical disciplines involved, irrespective of geographical distribution
- Build, direct and manage an Information Management Team (typically of 6-12 staff, but tailored to individual situations) with appropriate skills and experience
- Establish and maintain suitable relationships and co-operative processes with:
- Suppliers to the Project (including main Contractors, engineering service suppliers, equipment vendors etc) for the timely, accurate and complete collection of defined Engineering Information
- Providers of IT (infrastructure) and IS (electronic systems/applications and data/document stores) services, to ensure satisfactory service quality, capacity, availability, SLAs etc
- Monitor, analyse, report and resolve deviations from planned schedules and specifications
- Engage the Client/Operator’s staff to ensure they are prepared to receive, validate and formally accept scheduled handover of the (pre-defined) required information elements, and ensure such transfers are made according to agreed schedules
- Liaise with IS and IT service providers and client’s governance teams to ensure set up and ongoing availability of suitable services (including IT infrastructure, applications systems, disaster recovery etc) and compliance with client’s corporate strategy, processes, procedures and standards
- Ensure all processes, procedures, standards, definitions etc involved are disseminated to all concerned, sponsoring suitable workshops/training classes where required
- Advise and report to the Project Management team on all matters concerning Information Management
- Establish suitable performance and quality metrics to monitor IM operations, overall process efficiency, information quality and the impact of collaboration activities; identify opportunities and realise improvements where practicable
- Co-ordinate with client’s authorities to support corporate continuous improvement, through the Project’s experiences, in all matters concerning Engineering Information definition, management and delivery
- Provide regular and appropriate reports on Information Management activities, issues, corrective actions and items that may require senior management resolution.
Background and Qualifications
- Educated to degree level (BSc or MSc), in either an engineering or information management discipline
- 10 years+ experience in roles involved in managing engineering information, substantially in Oil and Gas construction project environments
- Including 3 years+ experience in a similar previous role
Skills and Experience
- Broad knowledge of oil and gas project engineering processes (including design, procurement and contracts, fabrication, installation and completion)
- In-depth knowledge of all aspects of Information Management in the oil and gas engineering project environment (including management of data, documents, drawings, CAD models etc)
- Familiarity with an engineering data management environment such as Intergraph SmartPlant Foundation, Bentley eWarehouse or AVEVA PDMS
- Understanding of strategic directions (and pace) for IM in the industry, and ability to monitor, assess and promote step-change improvements at the right time
- Team management and leadership ability
- Excellent verbal and written communication skills, including active participation in senior project forums/meetings
Reporting Lines
- Post-holder normally reports to the Project Services Manager
- The role’s direct reports comprise senior IM staff (responsible for digital and physical engineering data and documents/drawings) and, where appropriate, an IS/IT services coordinator (responsible for systems infrastructure, applications etc).
Location
- UK initially; may involve relocation to engineering/fabrication site(s) (globally) for later stages of the project
