Senior Information Controller for Projects

As a key member of the Information Management (IM) Team, reporting to the Information Management Team Lead of a Major Oil and Gas Project, the post-holder is responsible for the successful delivery of all defined Engineering Information throughout the project, including the information required to support ongoing Operations activities throughout the life of the asset.

Responsibilities include close liaison with the client’s Engineering and Operations staff and Contractors’ representatives to ensure that all Engineering Information requirements are delivered according to schedules, specifications and quality criteria, in addition to the day-to-day management of a team of, typically, 5-10 data and document controllers.

The scope of “Engineering Information” covered includes all physical and electronic engineering documents and drawings, digital data and 2-D/3-D CAD datasets where applicable.

Mutual responsibilities and duties may be shared with, or delegated from, the Information Management Team Lead during the various project stages; the IM Team Lead and Senior Information Controller will act for each other in periods of absence.

Main Responsibilities and Duties

  • Implement, operate and steward the processes, procedures, numbering/identification schemes and information systems defined for collection, validation, sharing and delivery to the Client/Operator of all required Engineering Information
  • Ensure all project and associated personnel are familiar with, have access to and are supported in their use of defined processes and systems for information control and access, including provision of appropriate training classes as and when required
  • Maintain and manage access controls for the Engineering Information for all individual personnel and teams
  • Supervise an Information Control Team with appropriate resources, skills and experience, co-operating as necessary with suppliers to the Project (including main Contractors, service suppliers, equipment vendors etc) for the timely, accurate and complete collection of defined Engineering Information according to quality criteria, formats and media stipulated
  • Provide complete services, and points of contact, for the management of controlled information (documents and data), including final (as-built) versions to specified standards, including:
    • Secure storage of both physical/electronic documents and drawings and electronic datasets, with audit trails maintained
    • Efficient, controlled access to physical and electronic engineering information for all personnel, with audit trails maintained
    • Transmittal management (for incoming and outgoing documents and datasets, as required) including receipt/acknowledgement, logging, storing, copying, distribution, transmittal production and response monitoring, overdue chasing etc with audit trails maintained
    • Ensuring confidence that information provided is the latest and of known provenance
  • Promote and facilitate (by making available required systems and services) the use of electronic engineering datasets, electronic drawings and documents and electronic review processes wherever practical
  • Promote and facilitate collaboration, through electronic information sharing, between the companies concerned and the technical disciplines involved, regardless of geographical distribution
  • Monitor and pursue the Project’s compliance with processes, procedures, schedules, specifications, formats, numbering/identification schemes etc by all parties (including main Contractors, service suppliers and equipment vendors)
  • Escalate significant/persistent problems of compliance to the Information Management Team Lead for resolution
  • Support the Client/Operator’s staff in receipt, validation and formal handover/acceptance of the (pre-defined) required information elements at scheduled times
  • Liaise with IS and IT service providers to ensure satisfactory functionality, performance and availability of suitable services (including IT infrastructure, applications systems, disaster recovery etc)
  • Maintain suitable metrics to monitor operations, overall process efficiency, information quality and the impact of collaboration activities; identify (in conjunction with project and supplier personnel) and realise improvements where practicable

Background and Qualifications

  • Educated to degree level (BSc or MSc), in either an engineering or information management discipline
  • 7 years+ experience in roles involved in managing engineering information, substantially in Oil and Gas construction project environments
  • Including 2 years+ experience in a similar previous role

Skills and Experience

  • Broad knowledge of oil and gas project engineering processes (including design, procurement and contracts, fabrication, installation and completion)
  • Good knowledge of all aspects of Information Management in the oil and gas engineering project environment (including management of data, documents, drawings, CAD models etc)
  • Knowledge of an engineering data management environment such as Intergraph SmartPlant Foundation, Bentley eWarehouse or AVEVA PDMS
  • Understanding of the capabilities of IM in the industry, and ability to monitor, assess and promote improvements at the right time
  • Team leading ability
  • Good verbal and written communication skills

Reporting Lines

  • Reports to the Information Management Team Lead
  • Role’s direct reports comprise Information Control staff (responsible for the day-to-day administration and control of both digital data/documents and physical documents/drawings within the above scheme)

Location

  • UK initially; may involve relocation to engineering/fabrication site(s) (globally) for later stages of the project
